While just blocking the noise source to the line of sight you reduce noise by 5 dB but the taller the wall; the greater the reduction of noise pollution. 

Being farther away from the source of the noise helps as well. If you install a concrete fence for noise reduction purposes, install it closer to the building or area you wish to block noise from. For linear noises, 2x distance reduces sound by 3 decibels. Decibels are a logarithmic scale so -3dB is equivalent to dividing by 2 for the sound level. Solid barriers tend to block high frequencies better than low frequencies but solid or not barriers don't completely stop sound transmission.
